POSITION: Hearing Examiner, CS-301-11/12    
 
SALARY RANGE:  CS-11 $50,510 - $66,126
                            CS-12 $62,499 - $79,959

BRIEF DESCRIPTION OF DUTIES:
 
Responsible for conducting administrative "trial-type" hearings on cases filed under the Human Rights Act. Incumbent is expected to plan, organize, and conduct examination independently with respect to investigating facts, searching precedents, defining the issues, and developing conclusion and recommendations.
 
QUALIFICATIONS REQUIREMENTS:
 
All candidates must have at least one (1) year of experience related to the occupation that demonstrates ability to perform the core competencies identified below:
 
Core competencies needed to successfully perform the duties of this position are:
 
At the CS-11 grade level –
1. Skill in research and investigative techniques to enable incumbent to readily locate precedents or   technical data relative to legal and factual issues involved in
2. Knowledge of grammatical rules and required formats to ensure correspondence is correct and adheres to established requirements.
3. Knowledge of applicable DC Human Rights Act of 1977, federal discrimination laws, DC government laws and regulations.  
4. Ability to communicate effectively both orally and in writing.
 
At the CS-12 grade level –
1. Ability to interpret and apply administrative orders, rules of law and court opinions to relevant facts and assertions as such relate to constitutional law and policies and procedures.
2. Ability to conduct proceedings or formal administrative hearings involving controversial issues and do the research on problems which arise in connection with hearings.
3. Skill in written communication, in order, to prepare reports, opinions, statement of facts and findings and communicate orally to present summaries and argument clearly and logically
4. Knowledge of grammatical rules and required formats to ensure correspondence is correction and adheres to established requirements.
5.Knowledge of applicable DC Human Rights Act of 1977, federal discrimination laws, DC government laws and regulations.
 
All applicants must describe specific incidents of sustained achievements from their experience that show evidence of the above core competencies. The responses to the core competencies MUST BE ON A SEPARATE SHEET OF PAPER and attached to the Employment Application or resume.
 
Residency Preference Amendment Act of 2007: A person applying for a position in the Career Service, Educational Service, Management Supervisory Service, a line attorney position the Legal Service (series 905), or an attorney position in the Excepted Service (series 905) who is a bona fide District resident AT THE TIME OF APPLICATION for the position, may be awarded a 10-point residency preference over non-District applicants, unless the person declines the preference points. If selected, the person shall be required to present no less than 8 proofs of bona fide District residency and maintain such residency for 7 consecutive years from the effective date of the appointment. Failure to maintain bona fide District residency for the 7-year period will result in forfeiture of employment.
