BRIEF DESCRIPTION OF DUTIES:
Serves as engineering program/project manager with involvement in several professional engineering disciplines, i.e. electrical, civil, transportation, etc. Formulates and executes engineering projects, review and/or develops program policies, procedures, and plans and determines and develops nature and scope of project requirements. Reviews and analyzes available historical data regarding difficulties in accomplishing requested work. Writes detailed narrative description to develop project specifications. Adapts established procedures/techniques and makes appropriate engineering modifications. Is primary point of information on status of assigned programs/projects. Monitors the continual inspection process of construction, modification, or maintenance in progress. Performs various program-oriented aspects of overall plan development. Compiles, computes and prorates from engineering standpoint, estimated costs of construction or construction design.
QUALIFICATIONS REQUIREMENTS:
All candidates must have at least one (1) year of experience related to the occupation that demonstrates ability to perform the core competencies identified below:
Possession of a degree in engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) or combination of college level education and experience.

At the CS-09, CS-11 & CS-12 grade level –
1. Professional knowledge of theories, principles, practices and techniques of various professional disciplines related to the engineering field.
2. Ability to interpret, understand, modify, apply, statutory and regulatory guides and directive governing assigned area of responsibility.
3. Ability to effectively communicate complex and technical matters clearly and concisely both orally and in writing.
4. Ability to prepare plans, specifications and estimate for engineering projects, contracted and negotiated procurement.
At the CS-13 grade level –
1. Mastery professional knowledge of theories, principles, practices and techniques of various professional disciplines related to the engineering fields, i.e. civil, transportation, electrical, etc. to serve as the technical authority for the full range of engineering programs and facilities.
2. Comprehensive knowledge and skill in apply the latest developments in subject engineering to resolve problems for which accepted methods are not directly applicable and to review plans, designs and specifications or alteration of existing or eventual construction of new facilities.
At the CS-13 grade level –
3. Knowledge of related engineering field, i.e., electrical and/or mechanical.
4. Ability to designs and construct complex instrumentation and systems.
5. Effective communications skills including a demonstrated ability to write well and concisely, express thoughts clearly orally and in written form and to develop and present project briefings.

Residency Preference Amendment Act of 2007:
A person applying for a position in the Career Service, Educational Service, Management Supervisory Service, a line attorney position the Legal Service (series 905), or an attorney position in the Excepted Service (series 905) who is a bona fide District resident AT THE TIME OF APPLICATION for the position, may be awarded a 10-point residency preference over non-District applicants, unless the person declines the preference points. If selected, the person shall be required to present no less than 8 proofs of bona fide District residency and maintain such residency for 7 consecutive years from the effective date of the appointment. Failure to maintain bona fide District residency for the 7-year period will result in forfeiture of employment.
