BRIEF DESCRIPTION OF DUTIES:
Conducts field investigations and fact-finding activities. Obtains necessary background information by reviewing all pertinent documents in files. Interviews employers and employees if fraud is suspected. Summarizes, analyzes, arranges resulting documentation and other evidence for review and makes recommendations for resolution of investigations. Documents all investigative steps and keeps detailed records regarding the investigation. Investigates claims of non-compliance and fraudulent activities, which involves conflicting evidence that requires an in-depth knowledge of applicable laws. Conducts complete and thorough interviews to obtain factual statements and leads of suspected fraud. Prepares detailed written reports summarizing the results of the investigation, and analyzes the information based on the evidence gathered.
QUALIFICATIONS REQUIREMENTS:
All candidates must have at least one (1) year of specialized experience related to the occupation that demonstrates ability to perform the core competencies identified below:

At the CS-09 grade level –
1. Knowledge of investigative and research principles, techniques, methods and procedures; and ability to conduct investigations, and apply the relevant bodies of laws, regulations, or orders to the facts of the case being investigated.
2. Skill in conducting interview and interrogations, and recognizing, exploring and exploiting leads.
3. Skill in detecting discrepancies in information, distinguishing between relevant and irrelevant information.
4. Skill in oral, written and technological (computer) communications to elicit facts and to prepare detailed reports.
At the CS-11/12 grade level –
1. Thorough knowledge of investigative and research principles, techniques, methods and procedures; and ability to conduct investigations, and apply the relevant bodies of laws, regulations, or orders to the facts of the case being investigated.
2. Skill in conducting interview and interrogations, and recognizing, exploring and exploiting leads.
3. Skills necessary to examine claims and organize them into constituent parts; identify issues or problems; develop sufficient and valid evidence; and render determination on complex factual data.
4. Skill in written, oral and technological (computer) communications to report facts.

Residency Preference Amendment Act of 2007:
A person applying for a position in the Career Service, Educational Service, Management Supervisory Service, a line attorney position the Legal Service (series 905), or an attorney position in the Excepted Service (series 905) who is a bona fide District resident AT THE TIME OF APPLICATION for the position, may be awarded a 10-point residency preference over non-District applicants, unless the person declines the preference points. If selected, the person shall be required to present no less than 8 proofs of bona fide District residency and maintain such residency for 7 consecutive years from the effective date of the appointment. Failure to maintain bona fide District residency for the 7-year period will result in forfeiture of employment.
