POSITION: Mechanical Engineer, CS-830-09/11/12/13  
 
SALARY RANGE:  CS-09 $41,923 - $53,983
                            CS-11 $50,510 - $66,126
                            CS-12 $62,499 - $79,959

BRIEF DESCRIPTION OF DUTIES:
 
Performs design and layout of mechanical equipment systems such as plumbing, heating, air conditioning, sprinkler, steam distribution and prepares working drawing for installation of the system in government buildings such as hospitals, office buildings, penal institutions and related structures. Coordinates and integrates the mechanical features on construction projects through special site inspections of specific items of work.  Inspects and tests mechanical, electrical, and electronic equipment and systems in accordance with contract requirements. Makes calculations and size the equipment taking into consideration the facility’s needs, review specifications, architectural plans, building codes to gather supplementary data on which to base designs and coordinates with architects and structural and electrical engineers to avoid interferences and ensure proper integration of system. Review drawings, cost estimates, design analyses, plans and specifications submitted by private firms to ensure compliance with standards and applicable District and federal codes.
 
QUALIFICATIONS REQUIREMENTS:
 
All candidates must have at least one (1) year of experience related to the occupation that demonstrates ability to perform the core competencies identified below:
 
Possession of a degree in engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) or combination of college level education and experience.
 
Core competencies needed to successfully perform the duties of this position are:
 
At the CS-09 grade level –
1. Knowledge of the theories, principles, practices and techniques of mechanical engineering.
2. Ability to review and read plumbing plans, as well as plans riser diagrams to make sure of their conformance to the plumbing and gas codes.
3. Knowledge of DC plumbing codes, building codes and model gas codes to insure plumbing installations are in conformance with codes.
 
At the CS-11 grade level –
1. Knowledge of the theories, principles, practices and techniques of mechanical engineering.
2. Ability to plan own methods and carries out assignments independently.
3. Knowledge of the district and federal procedures and regulations, building, electrical, and   plumbing codes, mechanical and electrical engineering guides and regulations.
 
At the CS-12 grade level –
1. Professional knowledge of mechanical engineering concepts, principles and practices applicable to the full range of engineering duties.
2. Ability to communicate effectively orally and in writing, clearly, concisely and with technical accuracy.
3. Knowledge and experience in the use of mechanical drafting standards and procedures.
4. Knowledge of related engineering fields, such as electrical and structural.
 
At the CS-13 grade level –
1. Advanced knowledge of mechanical engineering concepts, principles and theories to design mechanical facilities and systems.                        
2. Knowledge of related engineering disciplines such as civil and electrical engineering.                            
3. Ability to prepare cost estimates, interprets, select, adapt, and apply guidelines, precedents and principles related to mechanical engineering.
4. Ability to effectively communicate complex and technical matters clearly and concisely both orally and in written reports.
5. Ability to make independent decisions and use tact and sound judgment at all times.
 
All applicants must describe specific incidents of sustained achievements from their experience that show evidence of the above core competencies. The responses to the core competencies MUST BE ON A SEPARATE SHEET OF PAPER and attached to the Employment Application or resume.
 
Residency Preference Amendment Act of 2007:
A person applying for a position in the Career Service, Educational Service, Management Supervisory Service, a line attorney position the Legal Service (series 905), or an attorney position in the Excepted Service (series 905) who is a bona fide District resident AT THE TIME OF APPLICATION for the position, may be awarded a 10-point residency preference over non-District applicants, unless the person declines the preference points. If selected, the person shall be required to present no less than 8 proofs of bona fide District residency and maintain such residency for 7 consecutive years from the effective date of the appointment. Failure to maintain bona fide District residency for the 7-year period will result in forfeiture of employment.
