Position Announcement 

Chief Medical Officer, Department of Heath, HIV/AIDS Administration

The Government of the District of Columbia is seeking a Chief Medical Officer. The position is located in the Department of Heath, HIV/AIDS Administration.  

The incumbent serves as Chief Medical Officer for the Administration.  Plans, develops, and provides technical assistance, and coordinates HIV/AIDS, STD, TB, and hepatitis prevention, care and treatment programs, in collaboration with the Senior Deputy Director and the HAA Bureau Chiefs and senior managers.  Provides medical and epidemiologic advice and consultation in various programs areas including laboratory capacity, prevention programs, testing and screening, care and treatment, surveillance and infrastructure development.  Participates as a vital member of an interdisciplinary team approach to the delivery of high quality diagnostic, care, and treatment services for HIV, STD, TB, and hepatitis.  Leads, directs, mentors, and manages a diverse multidisciplinary staff.  Makes assignments to key managerial and subordinate staff, usually in terms of the functions to be performed.  Works closely with the various planning bodies; other District government and DOH agencies; federal, regional, state, and local agencies; relevant professional organizations; academic and training partners; community-based organizations, advocacy groups, and other stakeholders to identify the needs of those infected with and affected by HIV and co-occurring conditions and assists the Senior Deputy Director and HAA senior management team to mobilize resources to meet those needs. 

All applicants must respond specifically to the shown below ranking factor:

  1. Clinical and public heath or heath services experience in HIV, STD, TB, and hepatitis. Sub-specialty qualification in Infectious Diseases or HIV Medicine highly desirable.  Applicant should be familiar with changing diagnostic and treatment modalities and complexities of co-infections/co-morbidity.
  2. Skills in applying epidemiologic, monitoring and evaluation data to assess treatment outcomes and quality of services and to guide program development, innovation, and continuous improvement.
  3. Familiarity with various payroll/reimbursement systems (including Medicaid and Ryan White), role of public health laboratory services, approaches to organizational and provider capacity-building and human resource development.  Understands heath systems issues and approaches related to the delivery of medical interventions.
  4. Experience developing, implementing and updating medical guidelines and policies for treatment programs.  This may include development of care maps and standards of care as well as development and implementation of measurable quality and performance targets.
  5. Demonstrated ability to supervise.

The incumbent must be:

  • A qualified licensed physician who possess a license to practice Medicine and Surgery in the District of Columbia.  The incumbent shall possess at least five (5) years of demonstrated experience in a supervisory or managerial position in a public health agency.

The incumbent must possess:

  • Extensive professional knowledge of public health principles, policies, and procedures related to research and development of medical processes to prevent HIV infection and co-occurring infections, and to improve the survival rates and quality of life for people living with HIV/AIDS.
  • Mastery of professional knowledge of health planning and ability to interpret health statistics and financial data in order to plan HIV/AIDS programs, activities, and services, and to document and report on efforts to obtain funding for HIV/AIDS programs.
  • Broad knowledge of public health policy and the ability to negotiate in order to arrive at an equitable resolution of problems in the area of health disparity and access to care and services.
  • Extensive experience in management techniques and ability to lead, mentor, manage, and provide direction for a diverse professional and administrative staff.
  • Ability to conceptualize, innovative methods of solving unmet health needs of persons living with HIV/AIDS.

The ideal candidate will possess a bachelor’s degree from an accredited university or college.

Salary Range for the Position: $103,000 - $154,500

This position requires that the selected individual to become a domiciliary of the District of Columbia. The selected individual must either: (1) be a domiciliary of the District of Columbia at the time of appointment and maintain such domicile during the period of the appointment; or (2) become a domiciliary of the District of Columbia within 180 days of the date of the appointment and maintain such domicile during the period of the appointment.

This is an Excepted Service appointment.  Selectee will be eligible for health and life insurance, annual (vacation) and sick leave and will be covered under the District of Columbia government's retirement plan.
