Types of Appointments Legal Service The Legal Service is composed of attorneys in the Office of the Corporation Counsel and attorneys employed by any other agency subordinate to the Mayor. Preference is given to D.C. residents. The Senior Executive Attorney Service (SEAS) is a category of higher-level positions within the Legal Service. Attorneys in SEAS serve at will, and District residency is required.
