Chief of Staff, Department of Parks and Recreation
 
The Government of the District of Columbia is seeking a Chief of Staff for the Department of Parks and Recreation.
 
This position is located in the Department of Parks and Recreation (DPR).  The Chief of Staff serves as the principal advisor to the Director of DPR on all phases of administrative management impacting the day-to-day operations of the agency. Incumbent is responsible for agency’s budget, human resources, administrative services, information technology, management and staff development programs, training programs, and labor relations issues.
 
The Chief of Staff manages organizational change, including changes to the structure and content of DPR programs and the programs under the incumbent’s purview.  Manages the formulation, justification, and execution of the budget for DPR or major components.  Serves as the recognized technical authority on budget formulation and execution.  Review, analyzes, revises and provides authoritative recommendations for approval, disapproval, or modification of budget requests and justifications.  Develops and implements a strategic human resources planning process to ensure leadership continuity and continued supply of high talent employees.  Conducts special studies of extremely controversial or sensitive problem areas, which include changes in methods of program operation and staffing requirements necessary to effect improvements in program efficiency, effectiveness, and economy.  Coordinates closely with the District Department of Human Resources to ensure that personnel actions HR requests are processed in a timely and cost efficient manner.  Responsible for the coordination, development and administration of management and supervisory development programs, staff development initiatives, and selected organizational development programs.  Provides oversight for the agency’s training programs, including: needs assessment, design, development and implementation of training programs.  Works closely with department heads, Office of Labor Relations and Collective Bargaining, managers and union leaders.  Communicates with employees, supervisors, managers, union officials and representatives to explain the Department’s actions, positions, and policies.  Conducts investigations by reviewing records and individuals.  Ensures materials for grievances and arbitration cases are prepared.  Assists managers and department heads in initial stage preparations of the grievance procedures.  Serves on various Labor Management negotiations, as assigned.  Provides direct oversight of DPR’s administrative services functions to include; information services, supplies and equipment, mail services, space management, building maintenance, inventory, fleet management, real estate appraisal services, title services and agency property management.  Manages and effectively utilizes professional, administrative, technical assistants and clerical positions.

Ranking Factors     
  1. Mastery of management practices, principles, methods and techniques; and skill in integrating management services with the general management of an organization.  Mastery of wide range of qualitative and quantitative methods for assessment and improvement of program effectiveness, and the improvement of complex management process and systems.
  2. Thorough understanding of the concepts, principles, practices, laws, and regulations of budgeting and financing.  Skill in applying financial management and budgeting within an agency.
  3. Demonstrated skills and experience in providing leadership in a managerial/supervisory capacity.  Demonstrated skill in providing leadership in a team-based environment, securing the support and cooperation of departmental managers.
  4. Skill in orally and written communication to prepare and present recommendations and solutions regarding complex issues based on analysis and evaluation, including the preparation of presentations of reports, proposals, etc., and to articulate instructions and directives.  Excellent interpersonal skills in order to communicate effectively with others.
 
The ideal candidate should possess a bachelor’s degree from an accredited university or college, have expertise in interpreting and applying relevant laws, statutes, and regulations associated with DPR, as well as experience in managing personnel and resources.
 
Salary Range for the Position: $82,400 to $123,600
 
This position requires that the selected individual to become a domiciliary of the District of Columbia. The selected individual must either: (1) be a domiciliary of the District of Columbia at the time of appointment and maintain such domicile during the period of the appointment; or (2) become a domiciliary of the District of Columbia within 180 days of the date of the appointment and maintain such domicile during the period of the appointment.

This is an Excepted Service appointment. Selectee will be eligible for health and life insurance, annual (vacation) and sick leave and will be covered under the District of Columbia government's retirement plan.
