Chief Operating Officer, Department of Health
The Government of the District of Columbia is seeking a Chief Operating Officer for the Department of Health (DOH). In coordination with Director, the incumbent is primarily responsible for the day-to-day operation of the Department, which includes identifying, analyzing and coordinating the implementation of a variety of major executive policy issues and/or decisions formulated at the Director’s level.
Serves as a member of the Director’s management advisory staff and participates in recommending and formulating policies, plans, programs, strategies, and the setting of priorities to transform DOH into a performance–based organization that delivers effective and efficient services to the community. Provides support to all senior management and subordinate staff. Utilizes professional methods that identify, clarify, analyze and produce solutions to service delivery problems in conjunction with the Director.
Chief Operating Officer may represent the Department at national and local conferences. Represents DOH before legislative bodies, contracted providers, grantors and other funding resources, including relevant agencies of the local and federal governments. Conducts regularly scheduled staff meetings and periodically attends managers/line-staff meetings. Responsible for the development of policy in collaboration with the Director. Policy development must adhere to the overall mission of DOH. Plans and drafts programmatic and policy components of all new legislation, rules, and regulations. Drafts testimony for City Council and Congressional Hearings. Develops an annual strategic business plan as directed by the Director. Recommends organizational changes that will improve service delivery and enhances the DOH’s ability to fulfill its mission and goals; and implements approved changes. Develops and administers performance measures, as well as the monitoring and monthly reporting of the measures. Responsible for written reports required and/or requested by the Director of DOH and/or external stakeholders. Directs the preparation of plans for marketing and public relations efforts. Organizes community and stakeholders meetings. Develops and prepares responses to performance audits conducted by the District of Columbia Auditor, General Accounting Office, Inspector General’s Office, Office of the Chief Financial Officer, and any other Federal Program Audits. Develops, monitors, and implements corrective action plans, and quality assurance plans. Ensures the efficient and effective delivery of services within DOH, and that the quality standards are maintained.
The ideal candidate should possess a master’s degree from an accredited university or college, have expertise in interpreting and applying relevant laws, statutes, and regulations associated with DOH, as well as experience in managing personnel and resources.
Salary Range: $103,000 to $154,500
This position requires that the selected individual to become a domiciliary of the District of Columbia. The selected individual must either: (1) be a domiciliary of the District of Columbia at the time of appointment and maintain such domicile during the period of the appointment; or (2) become a domiciliary of the District of Columbia within 180 days of the date of the appointment and maintain such domicile during the period of the appointment.

This is an Excepted Service appointment. Selectee will be eligible for health and life insurance, annual (vacation) and sick leave and will be covered under the District of Columbia government's retirement plan.
