Associate Director, Transportation Operations Administration 
 
The Government of the District of Columbia is seeking an Associate Director, Transportation Operations Administration for the District Department of Transportation (DDOT).
 
The incumbent serves as the Associate Director, Transportation Operations Administration (TOA), with responsibility for planning, operating and maintaining the District of Columbia’s transportation assets and infrastructure for the safe and efficient movement of pedestrians and vehicles. Based on guidance derived from the Manual on Uniform Traffic Control Devices, and other national and local standards the Administration applies traffic- engineering principles and promulgates applicable traffic regulations to achieve the safest and most efficient movement of pedestrians and vehicles.  Works under the administrative direction of the Director, DDOT, who provides general guidance for new or revised policies affecting operations of the TOA, DDOT and traffic services within the District of Columbia.  
 
Incumbent uses judgment, ingenuity, and experience in interpreting the intent of the guides, regulations and laws and adapting them to the present situations. Confers with the Director, senior staff, and other cabinet level persons on high-level policy matters that have far-reaching implications in the greater metropolitan area. Advice and recommendations by the incumbent are generally accepted as sound and authoritative. Review is in terms of successful results achieved and adherence to policy guidelines. Performance is appraised in terms of the overall effectiveness in completing work requirements, managing resources, and achieving the TOA goals and objectives in support of the DDOT mission.
 
Responsibilities include data collection and analysis of all assets in the right of way for development of the draft capital and maintenance program for conducting maintenance of the District of Columbia’s highway and street assets (including winter maintenance). The assets under TOA include street, highways, bridges, tunnels, culverts, and other assets in the right of way including the street lighting, traffic signals, and traffic control signs and markings. Critical work by the incumbent will include developing policies for what work should be contracted out and what work, including winter maintenance, in-house direct labor forces should do. The incumbent with the Infrastructure Project Management Administration (IPMA) Deputy Chief Engineers to ensure a smooth transition of projects through the planning, design, construction and maintenance phases and by fostering a close working relationship with IPMA, Urban Forestry Administration, Mass Transit Administration, Public Space Management Administration, and Transportation Policy and Planning to ensure the smooth formation and functioning of program and project teams made of individuals from all these groups and by supplying maintenance expertise and data gathering and analysis on the assets in question. The incumbent will be expected to coordinate the key components of the assets management programs with the local Federal Highway Administration (FHWA) Division Office.
 
Provides overall policy direction and guidance for operation and maintenance of the District of Columbia traffic signal system; contracting for and maintenance of 66,000 streetlights and 1600 traffic signals, 16,000 parking meters, 400,000 signs and all pavement markings. Responsible for maintenance of all of DDOT’s roadway, bridge and tunnel infrastructure design and build DDOT’s Intelligent Transportation System (ITS) infrastructure.  Provides professional traffic engineering guidance for traffic safety projects with special emphasis to fulfill mandates; investigates; and collects and analyzes traffic data. Assures the best progression and most economic and efficient methods of operations are uniformly used to complete program activities. Oversees the ITS functions of the department. This includes the continued design and operation of the 24 x 7 transportation management center, the roadway operations patrol, the School crossing guards and traffic control official. Ensures that ITS design follows the standard system engineering lifecycle. Makes incremental changes further interprets ITS function into a common platform.  Plans, directs and manages program operations of five divisions (Curbside Management, Electrical, Transportation Management System, Safety, and Traffic Signal) and Operations Support Office, through subordinate managers. Manages a technical, professional, trades and craft workforce of approximately 350 employees occupying such positions as highway, traffic and computer engineers; electrical engineering technicians; electronic mechanics, traffic system operators, wire communications cable technician; and an assortment of professional and administrative support positions through the five Division Chiefs. Provides human, fiscal and other resources for the overall operations of the Transportation Operations Administration. Advises Division Chiefs regarding staffing and proposed organization changes in order to assure that such considerations are feasible in programs to be undertaken.  Exercises responsibility for operation design and maintenance of the citywide signal system. Implements traffic signal operational improvements; maintains traffic signal controllers and hardware; maintains all transportation- related electrical systems (i.e., tunnels, bridges and directional signs); designs, engineers and constructs the communication cable and traffic signal cable systems; and maintains traffic signal communication equipment and related records comprising of 3600 signals lane control signs turn restrictions school flasher program.  Ensures that the managers aggressively manage the performance-based contracts on parking meters and streetlights. Investigates and resolves traffic requests. Investigates the need for signs and pavement markings. Designs, installs and inspects construction detours. Coordinates major special events and construction projects. Prepares traffic changes and supervises installation of traffic controls for large-scale changes in traffic patterns. Provides traffic-engineering direction for construction projects and traffic maintenance and controls.  Maintains and repairs electronic equipment, and maintains the electrical system for drawbridges, tunnels, underpasses and pedestrian overpasses. Oversees all inspection forces in the public Rights-of-Way (ROW) space. Oversees the planning and directing of inspections for ROW space to ensure compliance with policies, regulations, and laws.  Provides directions and guidance to Division Chiefs to ensure their reporting requirements are uniformly completed and budget requests meet Department requirements, D.C. and Federal government regulations. Meets with high-level officials of various Federal and D.C. agencies, business industrial representatives and community interest groups to present programs and projects of the Administration affecting their well being and/or to resolve situations or problems they have identified.

Objectively counsels, evaluates and documents employee work-performance, as appropriately, and coordinates and implements employee development and training unilaterally.
 
OTHER SIGNIFICANT FACTS
Incumbent must possess a bachelors degree in transportation engineering or completed equivalent, comparable or similar studies that would qualify him/her to perform duties of the position, and a minimum of five years experience in managing a transportation system for a major metropolitan area. Masters in science is preferred.
 
Incumbent must have experience in designing, operating, and managing modem traffic management systems such as the District’s Quick Net and Model 170 advanced traffic management system hardware and software.
 
Incumbent must also have experience in street lighting and intelligent transportation systems, curbside management, safety operations, traffic signal timing operation, and street paving operations and maintenance.
 
Incumbent should have experience in managing a municipal transportation services operation with 100 or more professional, technical and blue color workers; and an additional number of support consultants and contractors.

Salary Range: $103,000 to $154,500
 
This position requires that the selected individual to become a domiciliary of the District of Columbia. The selected individual must either: (1) be a domiciliary of the District of Columbia at the time of appointment and maintain such domicile during the period of the appointment; or (2) become a domiciliary of the District of Columbia within 180 days of the date of the appointment and maintain such domicile during the period of the appointment.
