Position Announcement 

Outreach and Service Specialist, Executive Office of the Mayor

The Government of the District of Columbia is seeking an Outreach and Service Specialist for the Executive Office of the Mayor, Office of Community Relations and Services. 

This position is located in the Executive Office of the Mayor (EOM), Office of Community Relations and Services (MOCRS). The incumbent serves as a liaison between the Mayor’s Office and the community, and plays a vital role with respect to carrying out the mission of the office. 

Tasks include, but are not limited to:

  • Serving an assigned service area, encompassing responsibility for providing staff support, technical advice and assistance to the community. 
  • Working with colleagues, residents and city agencies to identify problems and assesses needs of residents in service area, determining the services currently available to residents of the service area, and identifying steps to improve the coordination of current service delivery system that will be implemented by individual members of various agencies within their existing authority.  
  • Identifying alternative solutions for challenges that cannot be overcome without action at higher levels, and formulates and prepare reports for submission based on committee actions, findings and decisions as reflected in minutes or individual reports submitted by committee members and approved. 
  • Assisting in managing administrative details for community meetings including arrangement and coordination of the place, date and time, agenda preparation, recording, transcription, and distribution of the minutes, etc. 
  • Advising community leaders of requirements to be met in compliance with Mayor's Order, and following through on procedural requirements. 
  • Regularly meeting with and cooperating with colleagues to exchange ideas regarding work methods, research techniques (i.e., fact finding, analysis, hypothesis and testing); problems encountered and solutions employed, and to standardize common work methods and economy of operations and to assure fully coordinated and implemented action plans. 
  • Assisting in preparing responses to correspondence by referring to appropriate files, established policies, rules, and regulations governing the Mayor's programs and projects for the business community. 
  • Serving as an advisor to the Mayor, providing updated information on issues that arise in service area and is expected to provide comprehensive analysis and suggested resolution of issue. 
  • Acting as coordinator with residents and city agencies to resolve issues. 
  • Coordinating and managing special projects as assigned by Director of Community Relations and Services or by the Mayor. 
  • Performing advance duties for the Mayor on an occasional basis, which include ensuring that destinations are prepared for Mayor's arrival and coordinating logistics on-site prior to and during Mayor's appearance.  

The ideal candidate should possess a bachelor’s degree from an accredited university or college, be knowledgeable about District government agencies, and have some experience working within the community.

Salary Range for the position: $55,000 to $65,000

This position requires that the selected individual to become a domiciliary of the District of Columbia. The selected individual must either: (1) be a domiciliary of the District of Columbia at the time of appointment and maintain such domicile during the period of the appointment; or (2) become a domiciliary of the District of Columbia within 180 days of the date of the appointment and maintain such domicile during the period of the appointment.

This is an Excepted Service appointment. Selectee will be eligible for health and life insurance, annual (vacation) and sick leave and will be covered under the District of Columbia government's retirement plan.
