Position Announcement 

Director – District Department of the Environment 

District of Columbia Mayor Adrian M. Fenty is seeking the next leader of the District Department of the Environment (DDOE). The previous director, the first permanent occupant of the post, brought together disparate pieces from across the District Government to establish not only the nation’s largest urban environmental agency, but one of the most proactive and innovative. With a staff of nearly 300 and a budget of nearly $100 million, DDOE comprises typical state, county and local environmental regulatory functions, along with innovative policy and economic development approaches, novel energy efficiency programs, and the nation’s largest green summer jobs training program in a single enterprise.

The ideal candidate will demonstrate exceptionally strong management skills and a willingness and proven ability to think critically and proactively.  The next director will also demonstrate an ability and willingness to implement new, creative and effective programs that serve the District’s constituents. A team mentality and the ability to work collaboratively with the District’s citizens, businesses, and other agencies to provide a strong vision for achieving DDOE’s goals is required.  The Fenty Administration holds its agency heads accountable in achieving targeted results. Respect for the public trust and the commensurate integrity are mandatory prerequisites. Years of experience, particularly with state or federal environmental and/or energy offices, along with a dedication to urban environmental issues, will be considered along with quickness, agility and adaptability. 

Mayor Fenty is past the midpoint of his first term in office, with a strong reputation as a reformer. He is known for his ongoing overhaul of the District’s public schools, and for responsive, first-class delivery of services to constituents. His administration employs individuals who combine energy, enthusiasm, achievement, and an ability to attract and motivate other exceptional people.  A demonstrated understanding of environmental issues, and government’s role in advancing those issues, is important; however what will set candidates apart are demonstrated leadership qualities characterized by innovation, “outside the box” thinking, enthusiasm, and imagination. Backgrounds in either the public or private sector are acceptable.

The mission of DDOE is to protect and restore the environment, conserve natural resources, increase energy efficiency, and improve the quality of life in the District. The task of making the District the model of environmental protection and sustainable environmental practices is already well underway. The next director will have full responsibility and authority for administration and oversight of the District’s environmental laws, regulations, and programs; the development of environmental, energy, and natural resources policies; and outreach and advocacy for environmental, energy and natural resource initiatives.

Salary Range for the position: $109,590 – $164,129

This position requires that the selected individual to become a domiciliary of the District of Columbia. The selected individual must either: (1) be a domiciliary of the District of Columbia at the time of appointment and maintain such domicile during the period of the appointment; or (2) become a domiciliary of the District of Columbia within 180 days of the date of the appointment and maintain such domicile during the period of the appointment.

This is an Excepted Service appointment. Selectee will be eligible for health and life insurance, annual (vacation) and sick leave and will be covered under the District of Columbia government's retirement plan.
