Information Technology Specialist (Application Software)
The Government of the District of Columbia is seeking an Information Technology Specialist (Application Software). The position is located in the District of Columbia Criminal Justice Coordinating Council (CJCC).
This position serves as Information Technology Specialist (Application Software) and is part of an Enterprise Team, responsible for developing web-based application services for CJCC. The work involves translating technical specifications into programming specifications; developing, customizing, or acquiring applications software programs; testing, debugging, and maintaining software programs.
The incumbent plans and carries out difficult and complex software application projects and serves as sole in-house developer member of team. Develops new concepts, principal’s standards and methods to develop appropriate applications to develop, maintain and support CJCC’s Integrated Justice Information System (IJIS). Interprets IT policies, standards, and guidelines. Ensures that applications comply with regulatory requirements; and ensues applications are consistent with the current planned infrastructure and data environments. Serves as advisor to CJCC IT supervisor in coordinating with CJCC partner agencies, and developing upgrade plans for IJIS Web application requirements, maintenance, operations, and support issues; ensures sufficient maintenance, support and troubleshooting. Conducts analyses and recommends resolution of complex issues affecting application software. Analyzes and refines systems requirements; analyzes and diagnoses application problems and recommends corrective measures; and translates systems requirements into application prototypes. Designs, writes, tests, debugs, and maintains software applications that meet technical and functional requirements. Designs and develops efficient and effective allocations through optimal use of reusable components. Monitors systems integration maintenance. Creates appropriate applications files, tables, directories. Installs and test applications on network. Interfaces with vendors to resolve system configurations, problems, and other issues. Plans, directs, organizes, analyzes, and evaluates assigned projects. Works with the team members to develop plans and schedules, estimate resources requirements, define milestones and deliverables, monitor activities, and evaluate and report on accomplishments. Remains abreast of developments in local areas networks and related technologies and the extent to which these developments may benefit the District government.

Ranking Factor #1: Expert knowledge of and skill in applying applications software development principles and methods sufficient to participate in the design, development, testing, and implementation of new or modified applications software.
Ranking Factor #2: Demonstrated experience with .NET (C-Sharp, VB.Net), MS SQL Server and IIS, platforms. Demonstrated experience with .NET development in building and enhancing complex web-based applications.
Ranking Factor #3: Ability to speak and write clearly and effectively and to deal with others in a diplomatic but persuasive manner.
Ranking Factor 4: Expert knowledge in evaluating the approach and design of application infrastructure and assessing new technologies that can be effectively deployed for improved services and cost savings.
Ranking Factor #5: Expert knowledge of and skill in analyzing and refining systems requirements; translating systems requirements into applications prototypes; planning and designing systems architecture; evaluating new applications software technologies, ensuring the rigorous application of information security/information assurance policies, principles and practices to the delivery of application software services.
The ideal candidate should possess a bachelors degree (or higher) in Computer Science or equivalent field of study.
Salary Range for the Position: $72,100 – $108,150
This position requires that the selected individual to become a domiciliary of the District of Columbia. The selected individual must either: (1) be a domiciliary of the District of Columbia at the time of appointment and maintain such domicile during the period of the appointment; or (2) become a domiciliary of the District of Columbia within 180 days of the date of the appointment and maintain such domicile during the period of the appointment.
