Statistician (District of Columbia Sentencing Commission)

Introduction

This position is located within the District of Columbia Sentencing Commission.  The purpose of this position is to function as Statistician, responsible for providing subject-matter expertise in the area of statistical procedures and research design.  Incumbent performs complex statistical data analysis, empirical research, developing and reporting research finding, and conducting research studies that involve both qualitative and quantitative analysis. The work, also, involves assisting management in planning complex projects and initiatives with various analyses, such as statistical and quantitative data analyses, reports, tools and techniques.  

Major Duties

Serves as primary point of contact for the receipt, organization, and management of all statistical data analysis undertaken by the agency, including research studies and documents developed and distributed, agency data requests,  research study design, advanced statistical analysis, qualitative studies, evaluation studies and development of trend, longitudinal and quasi experimental analysis and the development, generation, and distribution of standards, regulatory, and ad hoc research reports.

Performs analyses to provide a high level summary of the content and nature of data.  Conducts complex analyses of data, and takes an active role in preparing recommendations for project planning. Conducts presentations concerning data analyses and their interpretation to internal and external customers.

Designs and implements the agency’s “Five Year Evaluation of the DC Voluntary Sentencing Guidelines.  Communicates and works with the Commission’s Research Committee to ensure the study design and analyses are statistically sound and appropriate to ensure findings are valid.

Designs and implements evaluation studies and surveys to include the development and dissemination of survey instrument, analyzing and evaluating both quantitative and qualitative results.  Develops, maintains and ensure the accuracy of all data queries for the Commission’s database that are used for standard reports, data requests and other statistical purposes. Designs and constructs forms and letters for use in implementing policies, procedures and guidelines as it relates to the agency.

Prepares analyses, reports, and other required documents for review and/or publication. Prepares detailed written summaries of statistical findings for agency reports, data requests, and special research projects.

Establishes necessary procedures to support and facilitate statistically sound research methods, research design and identifies appropriate data to be utilized. Obtains, reviews, and revises information relative to current research and data analysis practices and identifies the need for additional research methods and statistical procedures when warranted.  

Ensures the accuracy and completeness of statistical analysis, including the design, methods and specific statistical analysis utilized, as well as data validity and reliability.  Interacts with appropriate points of contact (POCs), subject-matter experts (SMEs), and other personnel to investigate unclear, conflicting, incomplete, or invalid data and research findings.

Ensures that a proper statistical research protocol is implemented including the protection of sensitive data and follows required procedures for human subjects studies set forth by the National Institute for Health.  Ensures that all research related documents are stored, organized, and maintained to facilitate effective retrieval and in accordance with best-practice and protocols and project objectives.

Conducts discrete/complex research focused on specific sentencing issues, as well as comprehensive projects that involve multiple data sets and comparative analysis over multiple time periods. Conducts statistical analyses of data using appropriate statistical methodologies; summarizes initial data; and reviews analyzes, coordinates and/or revises statistical reports and volumes.

Identifies and communicates to appropriate staff and management opportunities for improvements in system and business processes, data analysis, research projects and data  exchange, and systems associated with the incumbent’s direct and related responsibilities, tasks, and assigned projects.

Reviews and interprets new and established directives, instructions, regulations, etc., Commission objectives and data needs. Makes recommendations and assists in preparation of new instructions, written work products, etc.

Performs other related duties as assigned.

Preferred Knowledge

1. Expert knowledge of Sentencing and Criminal Code Revision Commission’s mission, functions, organizational and structures to effectively, accurately and expeditiously meet its goals and objectives.  Expert knowledge of the Commission’s policies and procedures in order to: perform work consistent with established policies and procedures regarding employee information and personnel data; and prepare written document of statistical findings.

2. Expert knowledge of statistical theories, principles, concepts, practices, techniques, and methods to gather, analyze, interpret, and/or report quantified information.  Skill in applying statistical procedures, data or quantitative analysis, and data collection techniques.

3. Ability to work with large data sets from multiple sources.  Ability to merge data sets; creating new data variables, and identifying the appropriate data sets required for various ongoing statistical analysis and research studies.  Ability to display statistical findings in the appropriate graphic format. Ability to articulate areas for implementing new data processes and policies.

4. Knowledge of web-based data applications.  Knowledge of SPSS, Excel and other statistical research software. Ability to manipulate the Computer literacy and proficiency with the Microsoft Office suite (Word, Excel, Access, PowerPoint, Outlook).

5. Expert knowledge of and skill in problem solving, strategies and project management to conduct complex research and analysis to successfully author research findings. Expert knowledge of, and the ability to apply administrative concepts, practices, principles and processes of data management to gather, analyze, research and evaluate information/data in order to extract data, and prepare reports.

6. Ability to communicate orally and in writing in order to coordinate work; develop task plans; prepare research findings, reports and presentations; interact with peer staff and management; and present complex research findings in an understandable and accurate manner. Ability to effectively interact with staff within the office and agency, Commission members, District government officials and employees, private sector, federal government, and the general public.

Education Requirements

A Bachelor’s degree with an emphasis on statistical research from an accredited university or college, plus a minimum of three (3) years of experience directly related to statistical analysis; OR an equivalent combination of education and/or experience.  A Master’s degree preferred.

It is desirable that the incumbent have knowledge of the criminal justice system.

Domicile Requirements

There is a legal requirement that each new appointee to the Excepted Service either: (1) be domiciled in the District of Columbia at the time of appointment; or (2) establish District domicile within one hundred eighty (180) days of appointment.  The law also requires that Excepted Service employees maintain District domicile during the period of the appointment.  Failure to maintain District domicile during the period of the appointment will result in forfeiture of employment.

Salary Range for the Position:

$81,150- $121,723
