Senior Deputy Director, Community Health Administration, Department of Health (DOH)
The District of Columbia Department of Health (DOH) seeks a public health leader with the foresight and expertise to lead DOH’s Community Health Administration (CHA). The Community Health Administration, the largest of six Administrations within the Department, is responsible for a number of critical public health programs for all District of Columbia residents, with an emphasis on women, infants and children (including those with special health care needs), and other vulnerable groups with a disproportionate burden of chronic disease and disability.
The Senior Deputy Director leads strategic approaches and policy development to accomplish the Administration’s collective and individual program goals. S/he is responsible for overall staff of 193 employees and annual operating budget of $88 million. This position is charged with collaborating with community organizations and stakeholders and other DOH administrations and District departments, which focus on substance abuse, mental health, HIV/AIDS and communicable diseases, health regulation and licensing, criminal justice, child welfare, human services, housing, disabilities, healthcare finance, and many others. As a member of the senior management team, the incumbent is expected to use their unique combination of skills, abilities and experience to contribute to achievement of the agency mission, vision, values and strategic plan.
The incumbent is part of a leadership team that supports the DOH Director and Mayor in their goals to improve and promote the health of District of Columbia residents. S/he will work to ensure that effective and efficient business practices are put in place to achieve agency business and establish strong policy approaches. The incumbent is given wide latitude to manage internal Administration grant, contracting and procurement, information technology, financial, and human resources functions as well as set programmatic and policy goals for the Administration.
The Senior Deputy Director oversees and manages the following program functions:
Cancer and Chronic Disease Prevention
- Cancer control and prevention initiatives to reduce the rates of cancer-related mortality
Chronic disease control and prevention
- Diabetes mellitus and cardiovascular disease prevention and control
- Implementation of citywide Asthma plan
Child, Adolescent and School Health
- Immunizations compliance (e.g., Vaccines for Children)
- Promote health education and outreach
- School health improvement of all District pre-school and school-age children, adolescents and young adults with special health care needs
- School Nursing and Oral Health - provide schools with access to preventive, dental, primary, and specialty care services
- Home visitation and data collection
Nutrition and Physical Fitness
- Health and nutrition assessments (Women, Infants and Children/Commodity Supplemental Food Program, also known as WIC/CSFP)
- Intervention, education, and referral services (Supplemental Nutrition Assistance Program – Education, also known as SNAP-ED)
- Foster physical activity, increase breastfeeding and decrease overweight and obesity rates (Live Well)
Perinatal and Infant Health
- Provide services to improve perinatal outcomes for high-risk pregnant and parenting women
- Reduce infant mortality and perinatal health disparities through home visitation
Pharmaceutical Procurement and Distribution
- Purchases and distributes life-saving medications
- Program oversight and development, clinical support, formulary management, and quality assurance monitoring
- Maintain the Strategic National Stockpile (SNS)
- Health Professional Loan Repayment Program (HPLRP) - workforce and infrastructure development programs
- Improve access to primary and specialty care services
The Department of Health is most interested in candidates who meet or exceed the following skills, abilities, or competencies:
- A qualified physician, PhD, or JD, or combination thereof, with a strong management background, preferably with experience in government management, by virtue of the fact that the programs under the supervision of the incumbent will involve and demand a broad knowledge of a wide variety of health fields and application of health administrative skills and abilities.
- Is considered an expert in public health issues at the city, state and/or federal level.
- A track record of successful leadership experience at the executive level that shows a commitment to and record of outstanding public service.
- A dynamic public speaker who is able to energize constituents and DOH staff to work together, focusing upon a common set of goals.
- Values and nurtures the partnership between community-based health organizations and public health.
- Demonstrated experience addressing controversial or complex health issues in a clear, complete, and reasonable manner.
- Experience with governmental and grant funding/budgeting.
- A successful record of understanding and valuing people’s diverse backgrounds, beliefs, lifestyles, circumstances, and workplace perspectives.
- Demonstrated experience dealing with the political nature of state and local government.
- Hands-on experience creating and maintaining a cooperative work environment based on trust and supported by teams, consensus, and collaboration within the agency, on an interagency basis, and in public-private efforts.
- Demonstrated experience setting substantive and realistic quality standards and ensuring that they are met.
This position serves at the pleasure of the Department of Health Director and is exempt from civil service laws and collective bargaining agreements.

Ranking Factor #1: Mastery of and experience in the principles of policy and administration and their application in government. Mastery in planning and fiscal management including budget preparation, justification, monitoring and reporting.
Ranking Factor #2: Mastery of and experience in assessment, analysis, planning, and implementation of core public health functions in a diverse jurisdiction. Experience in ongoing continuous quality improvement activities to measure the impact of these actions on public health status.
Ranking Factor #3: Demonstrated knowledge of District of Columbia, or other state or municipal, laws and regulations, as well as federal laws and regulations. Demonstrated ability to exercise judgment and discretion in devising, installing and interpreting departmental or jurisdictional rules, regulations, policies and procedures, and to evaluate results and achievements of departmental objectives and to redirect efforts and priorities as needed.
Ranking Factor #4: Mastery of and skill in problem solving, negotiation strategies, and project management. Strong analytical skills are needed in order to evaluate and synthesize information and to develop necessary plans. Mastery of a wide range of qualitative and/or quantitative methods for assessment and improvement of program effectiveness, and the improvement of complex management processes.
Ranking Factor #5: Excellent written and verbal communication skills are necessary in order to convey information clearly. Excellent interpersonal skills are required because of the need to develop effective high-level working relationships throughout the Department and other area of the District government. Demonstrated ability to motivate and train others. Demonstrated experience in providing leadership in a managerial capacity. Excellent management skills and experience in planning, organizing, and directing a professional staff.
Salary Range for the Position: $128,000 – $179,000
