Policy Analyst: DC State Board of Education

Job Summary

This position is located in the DC State Board of Education (State Board). The State Board was established on June 12, 2007 and consists of nine elected members, and is responsible for advising the State Superintendent of Education on statewide educational matters, including regulations proposed by the Mayor or State Superintendent of Education. The State Board has approval responsibility of many important educational issues as well, such as accountability policies, academic standards, and graduation policies.
This position functions as Policy Analyst, and is responsible for the development and analysis of a broad range policies and provisions under the DC State Board of Education.

 

Duties and Responsibilities

The incumbent identifies, researches and develops short- and long-range policy priorities to assist in the formulation of the annual policy and budget proposals. Conducts research and statistical analysis of policy issues.  Performs data-gathering studies designed and integrated as to provide an assessment of the impact of particular policies and legislations. Studies, analyzes, evaluates and prepares status and final reports on agency policy issues.  Analyzes existing policies, program plans, etc., to identify policy gaps or inconsistencies, and to make recommendations to the Executive Director.  Develops and conducts survey research relating to agency issues.
Designs standard forms and procedural manuals and similar related materials to be utilized when collecting data (e.g. questionnaires, charts and graphs).  Conducts data collection in accordance with agency plans and procedures, conducts quality checks designed for the survey and troubleshoots all problems.  Prepares written narrative, analytical reports, research work plans, memoranda, summaries, and research findings. Prepares and presents PowerPoint presentations.  Presents information in the form of memoranda, status and final reports for review by the Executive Director and State Board of Education.  Attends community meetings, and meetings with other District government agencies, as a representative of the State Board of Education.

 

Qualifications and Education

Candidate(s) must possess at least one (1) year of specialized experience equivalent to the next lower grade level in the normal line of progression. Specialized experience is experience which is directly related to the position and has equipped the individual with the knowledge, skills, and abilities to successfully perform the duties of the position.

Bachelor's or Master’s degree in of public policy, public administration, education policy, etc., plus three years of work-related experience is preferred.

Background knowledge in education policy, trends, and current events is desirable.

Working Conditions/Environment

Work is performed in an office setting.

Other Significant Facts

This position is an Excepted Service Appointment. Employees serving in Excepted Service positions serve at the pleasure of the appointing authority.

Domicile Requirement – Excepted Service appointees must either be a District resident at the time of their appointment or become a District resident within 180 days of their appointment date.

The position requires attendance at bi-weekly State Board of Education public meeting after regular office hours as well as occasional community meetings on nights and weekends.

Salary Range: $62,723 - $94,084
