The position is located in the District of Columbia’s Office of Labor Relations and Collective Bargaining. The Office of Labor Relations and Collective Bargaining (OLRCB) is a component of the Executive Office of the Mayor (EOM), Office of the City Administrator (OCA). The mission of the OLRCB is to effectively represent the District as the principal management advocate in the administration of a comprehensive labor management program.
Duties and Responsibilities
The employee serves as an Attorney responsible for performing legal research and providing oral and written advice with respect to proposed actions, alternative actions and other issues before OLRCB. Reviews legal documents and issuances to determine whether they are legally sufficient and appropriate. Drafts legislation, rulemaking and other similar documents based on requests received from agencies. Keeps abreast of judicial, agency and other changes and interpretations regarding laws and regulations related to functions of the Agency. Examines and analyses proposed orders, legislation and other legal documents from various sources for legal sufficiency, both as to form and substances, of rulemaking decisions. -Reviews and analyzes records of hearing, including briefs filed, exception taken, ruling made, tentative decisions, reports of findings of facts and conclusions of laws; and prepares appropriate responses to supervisor as appropriate.
Qualifications and Education
Juris Doctorate (JD) from a law school accredited by the American Bar Association at the time of appointment.
Must have at least two (2) years of experience practicing labor law.
Must have a working knowledge of the Public Employee Relations Board’s rules and regulations, District Personnel Manual, and contract administration.
Must be an active member in good standing of the District of Columbia Bar, or eligible for waiver into the bar within 360 days of appointment.
Salary Range: CS-12 ($73,906 - $94,543)
