DC Government Prohibits Discrimination in Health Insurance Policies Based on Gender Identity or Expression

SUBJECT:  DC Government Prohibits Discrimination in Health Insurance Policies Based on Gender Identity or Expression

Today the Department of Insurance, Securities, and Banking (DISB), the Department of Healthcare Finance (DHCF), and Department of Human Resources (DCHR) sent a bulletin to the District government’s healthcare providers prohibiting discrimination on the basis of gender identity or expression.

DCHR will work with the District’s healthcare providers to ensure that benefit and coverage exclusions and limitations that explicitly or otherwise target enrollees on the basis of gender identity or gender expression are removed from the health insurance plans offered to District government employees.  We also will partner with our healthcare providers to cease denials, exclusions, or other limitations on coverage for medically necessary services for transgender individuals determined by the standards of the World Professional Association for Transgender Health’s Standards of Care. Coverage of transition-related services will be inclusive of gender-reassignment surgeries.
