Q. How many course types are available to District government employees through DCHR’s Center for Learning and Development?
A. On a yearly basis, DCHR offers in excess of 80 courses.
Q. Does the Center for Learning and Development offer an online learning platform for District government employees?
A. Yes. The District government offers Percipio, a site that provides thousands of quick and interactive learning resources. For more information, visit Percipio
Q. What is my login name to log into Percipio?
A: All District government employees must use their eight-digit employee ID number to access Percipio.
Q. How can I locate my employee ID number to log into Percipio?
A. District government employees who have access to PeopleSoft can view their employee ID number by logging into ess.dc.gov. Employees can also view their EMPLID at the bottom of Percipio’s Welcome and Pending Assignment emails.
Q. How do I reset my Percipio password?
A. Employees can use the Password Reset button on Percipio’s homepage to reset their password. If you do not receive the reset email, send an email to [email protected] for assistance. The email should contain the following information:
- Employee’s first and last name;
- Employee ID; and
- Employee’s work email address
Q. Can contractors access the Percipio learning portal?
A. Contractors with an eight-digit employee ID number may access the learning portal by logging into Percipio using their eight-digit EMPLID. If you are a contractor and have not been assigned an eight-digit employee ID number, you cannot access the Percipio learning portal.
Q. How can a District government employee register for classes offered by the Center for Learning and Development?
A. A District government employee can only register for classes online through the Employee Self Service in PeopleSoft located at ess.dc.gov. The employee should select the “Request Training” icon; then choose one of the following options:
- Search by course name; or
- Search by course number
If an employee does not have access to a computer or is unable to use a computer due to a disability, the employee should send an email to [email protected] or call 202-442-9700.
Q. How does an employee receive a training transcript of the classes they have attended?
A. A current employee can visit ess.dc.gov and follow the navigation path shown below:
Navigate to Self Service> Learning and Development>Training Transcript and select “Generate My Transcript”.
Once the email login has been completed, the training transcript will be emailed to the employee.
Q. Who is the agency point of contact if an employee has additional questions related to training?
A. Employees should contact their Agency Level Administrator (ALA) for additional questions related to training. For more information, visit Training Coordinator (ALA) directory.
Q. How can an employee drop a requested training?
A. If an employee is unable to attend their scheduled training, the employee can drop the session by contacting their ALA or by emailing [email protected] before the start of the training session. The email should contain the following information:
- Employee’s first and last name
- Employee ID;
- Title of course;
- Date of course; and
- Employee’s work email address
Q. Does DCHR offer sign language in classes if a District government employee has a hearing impairment?
A. To request a sign language interpreter, employees should either send an email to [email protected], or contact the Center for Learning and Development by calling 202-442-9700.
Q. Does DCHR offer training and development classes for non-District government employees?
A. Yes. DCHR offers free job skills training to District residents.

District Leadership Program
Q. Does DCHR offer internship programs for college students?
A. Yes. DCHR offers the District Leadership Program (DLP), a paid internship opportunity for undergraduate and graduate students currently enrolled at an accredited college or university. To be eligible for this program, students must be juniors, seniors or graduate students who are enrolled at a U.S. college or university, in good academic standing, with a minimum GPA of 2.5 or above.

Capital City Fellows
Q. Does DCHR offer an internship program for graduate students?
A. Yes. DCHR administers the Capital City Fellows Program. The program is designed for recent graduate students of master’s degree programs (in fields of public administration, public policy, urban planning, social work and related fields), interested in pursuing a career with the District government.
