Policy Analyst - State Board of Education (SBOE)

JOB SUMMARY

The D.C. State Board of Education (SBOE) is an independent agency within the Government of the District of Columbia. The State Board is made up of nine elected representatives, one representing each of the district's wards, and one representing DC at large. There are also four appointed student representatives. The State Board advises the Office of the State Superintendent on education matters, sets academic standards and graduation requirements, and oversees the Office of Ombudsman and the Office of the Student Advocate. There is a staff within SBOE, the agency's central office, that supports the State Board members and their work.

POSITION OVERVIEW

The Policy Analyst will support the agency’s policy and research team and the elected State Board members by conducting research, analyzing policy, and managing projects related to the agency’s legislative and regulatory work. The position is responsible for interpreting and applying policy, producing reports and briefings, evaluating education standards, and serving as a liaison with other District agencies.

DUTIES AND RESPONSIBILITIES

•    Analyzes and evaluates education policies, standards, programs, and regulations.
•    Conducts data collection, research, policy analysis, and prepares reports.
•    Designs surveys and procedural tools for data collection and communication.
•    Produces policy briefs, resolutions, equity statements, and public comment letters.
•    Collaborates with OSSE and other DC agencies on shared initiatives.
•    Supports elected State Board members and student representatives through meeting facilitation, briefings, and written materials.
•    Leads task forces and committees as assigned.
•    Represents the agency on external and cross-agency committees as assigned.
•    Assists in project management including timelines, deliverables, and budgets.

QUALIFICATIONS/EDUCATION

•    Extensive knowledge of education policy and legislative processes in DC.
•    Proficiency in analytical methods, research techniques, and policy evaluation.
•    Excellent communication and writing skills.
•    Ability to prepare materials for decision-makers and facilitate meetings.
•    Proficiency in Microsoft Office Suite, Google applications, Slack, Asana, video conferencing, and PeopleSoft.
•    Bachelor’s or Advanced professional Degree in a related field is preferred, with 5 years of direct experience in analytical methods, research techniques, and policy evaluation OR equivalent combination of education and experience.

WORKING CONDITIONS/ENVIRONMENT

Work is performed in a standard office environment. The position requires extended hours for monthly working sessions and public meetings, which are held during the evenings - typically on the first and third Wednesday of every month. The policy analyst would work with their supervisor to ensure total hours worked is 40. There may also be occasional weekend hours required in order to attend internal retreats or community events.

OTHER SIGNIFICANT FACTORS

Tour of Duty: Generally, the incumbent will work Monday – Friday, 9:00 a.m. – 5:00 p.m. (Evenings and weekends as needed, see above in “Working Conditions/Environment”) The State Board of Education currently operates in hybrid posture; Subject to change.
Type of Appointment: Excepted Service – Permanent Appointment. This is an “at-will” position and not covered under the Career, Legal, or Management Supervisory Service.
Collective Bargaining Unit: This position is not covered by a collective bargaining agreement.
Area of Consideration: Open to the public
Salary Range: $66,561.00 - $99,840.00 Per Annual, target salary for this position is $80,000.
Residency Requirement: This position is subject to the District of Columbia’s residency requirement in accordance with D.C. Official Code § 1-515.03. Applicants must be current residents or agree to establish residency within 180 days of appointment.

POSITION DESIGNATION

This position as been designated as security-sensitive under the guideline of the DC Personnel Manual. Incumbents of this position are subject to enhanced suitability screening pursuant to Chapter 4 of DC personnel regulations. Accordingly, incumbents must successfully pass a criminal background and consumer credit check as a condition of employment and will be subject to periodic criminal background checks for the duration of their tenure.
