Administrative Support Specialist, District of Columbia State Board of Education (SBOE)

Introduction

This position is located in the D.C. State Board of Education (SBOE). The mission of SBOE is to provide policy leadership, support, advocacy, and oversight of public education to ensure that every student is valued and learns the skills and knowledge necessary to become informed, competent, and contributing global citizens. The position supports the three offices within the agency (SBOE, Office of the Ombudsman for Public Education, and Office of the Student Advocate).

This position functions as an Administrative Support Specialist responsible for providing administrative and management support work, which contributes to the effective and efficient operation of the agency and its program(s) managing and coordinating administrative activities of the agency including but not limited to onboarding of new staff and fellows, drafting financial statements, and supporting agency procurement process.

Major Duties

The incumbent will lead the development of office policies, procedures, and guides; development of procurement statements of work for office requirements; and coordination of inter- and intra-staff action. Develops and manages office systems and procedures, ensuring that administrative support functions are carried out accurately and support the mission of the SBOE in coordination with SBOE staff. Facilitates onboarding of newly elected board members, staff, and student representatives by setting up office (when applicable), processing badge ID forms and access, issuing laptop computers and maintaining inventory, requesting computer login credentials, and establishing email account, phone, ordering business cards and nameplates when applicable.

Completes payroll functions for elected board member time entry and provides logistical support
for off-cycle payment processing and check delivery. Submits agency-to-agency reports for review and approval. Serves as an agency purchase card (p-card) holder and provides requisition and purchase order assistance and operational support. Reconciles p-card purchases in Payment and DIFS. Accepts supply requests, facilitates ordering supplies, and ensures timely delivery to all offices within SBOE, including tracking, monitoring, and purchasing computers, phones, and office equipment. Prepares reports and processes transactions in accordance with the budgets for SBOE, the Office of the Ombudsman for Public Education, and the Office of the Student Advocate.  Performs other related duties as assigned.


Qualification and Experience

Specialized experience is experience which is in or directly related to the line of work of the position and has equipped the applicants with the particular knowledge, skills and abilities to successfully perform the duties of the position.  To be creditable, one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression.

Working Conditions/Environment

Work is performed in an office setting.

Domicile Requirements

Applicant will be subject to the domiciliary requirements for Excepted Service appointees who must be domiciled in the District of Columbia at the time of appointment or become domiciled in the District of Columbia within 180 days after appointment and maintain such domicile for the duration of his or her appointment.

Tour of Duty:  Monday – Friday   9:00am – 5:30pm (hours may vary; evenings and weekends may be required)

Pay Plan, Series, Grade:  ES-0301-03

Salary Range:  $53,249 - $79,874  

Promotional Potential:  None

Collective Bargaining Unit:  This position is not covered under a collective bargaining unit.

Position Designation: This position is designated as Security Sensitive.  The incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC personnel regulations, Suitability.

Criminal Background Check:   The incumbent of this position will be subject to a criminal background check that will be conducted pursuant to internal agency policy.
