Ombuds Analyst, Office of the Ombudsperson for Children (OFC)

INTRODUCTION

This position is located in the Office of the Ombudsperson for Children. The mission of the Office of the Ombudsperson for Children (OFC) is committed to working collaboratively across systems that impact CFSA children to foster improved outcomes, strengthen service delivery and increase accountability. The purpose of the OFC is to improve outcomes for children and families involved with the Child and Family Services Agency (CFSA) by providing independent oversight and holding CFSA and other District agencies that impact the lives of the children and families involved with CFSA accountable for fulfilling their responsibilities under the law.  The incumbent serves as an Ombuds Analyst under the general supervision of the Ombudsperson who sets the overall strategic goals and objectives for the agency, as well as defines the scope of work to be done. 

This position serves as an Ombuds Analyst responsible for exercising duties and functions delegated by the Ombudsperson or designee consistent with the enabling legislation of the Office of the Ombudsperson for Children (OFC). The Ombuds Analyst supports the work of the Deputy CFSA Ombudsperson in completing intakes, conducting research, analysis, investigations, report development and recommendations for system improvement. 

MAJOR DUTIES AND RESPONSIBILITIES

Maintains impartiality and confidentiality reporting directly to the Deputy CFSA Ombudsperson or designee and responsible to the independent Office of the Ombudsperson for Children, while working collaboratively with the Child and Family Serving Agency (CFSA) serving in the capacity of an accountability mechanism.

Responsible for the intake, processing, and analysis of complaints made to the OFC by phone, online complaint form, email, or in-person. This includes data entry, written and verbal correspondence with constituents, conducting interviews, synthesizing data from multiple sources to draw logical and reasonable conclusions, maintaining confidentiality, and presenting recommendations of action to agency leadership. 

Responsible for conducting preliminary investigations and analysis in response to complaints received and identification of systemic issues. 

Manages, query, analyzes, and summarizes data from various data sources into cohesive reports to submit to OFC leadership.

Independently conducts interviews of complainants, collaterals and staff of child and family serving agencies to obtain all required information, determine potential issues, identify potential violations of Federal and District laws, policies, and regulations, and makes recommendations on the proper course of action for each complaint. 

Prepares supplemental visual aids, such as graphs, charts, etc., to support investigative reports and presentations. Organizes and delivers briefings to present findings and recommendations to agency leadership. Documents data sources, maintains, and organizes detailed records and files of assigned tasks and materials produced.

Performs research to identify best practices in child welfare and obtain data when necessary to meet agency data analysis needs. Performs quality control tasks on data sets created.

Keeps abreast of the ongoing changes in CFSA policies, procedures, and other factors affecting the analysis and recommendations, as well as that of the Office of the Ombudsperson for Children. 

QUALIFICATIONS AND EDUCATION

Must have a Bachelor’s degree in the field of Social Work, Psychology, Criminal Justice, Education, or related fields.  Master’s degree preferred. 

Demonstrable knowledge of child welfare services and programs to perform research and identify best practices in child welfare and obtain data when necessary to meet agency data analysis needs. 

Ability to conduct thorough, objective investigations of complaints, reach appropriate neutral and objective resolution based on investigation results, and maintain confidentiality regarding process and outcomes in accordance with all legal requirements.

Demonstrable ability to effectively communicate orally and in writing with internal and external stakeholders, including that of subject matter that may be sensitive in nature. 

Ability to prepare and present recommendations or solutions regarding complex and extremely sensitive issues, based on analysis and evaluation, including the preparation and presentation of reports, proposals, charts, and other means of presentation.

Ability to maintain the highest levels of professionalism, confidentiality, integrity, impartiality and demonstrate sound judgment in dealing with all individuals.

The environment involves everyday risks or discomforts that require normal safety precautions typical of such places as offices and meeting rooms. The work area is adequately lighted, heated, and ventilated.

Position Designation(s): 

This position requires the selected individual to become a domiciliary of the District of Columbia. The selected individual must either: (1) be a domiciliary of the District of Columbia at the time of appointment and maintain such domicile during the period of the appointment; or (2) become a domiciliary of the District of Columbia within 180 days of the date of the appointment and maintain such domicile during the period of the appointment.The position has been deemed safety-sensitive, pursuant to section 410 of Chapter 4 of the D.C. Personnel Regulations. Accordingly, the incumbent will be subject to pre-employment checks (criminal background and traffic records, if applicable) as a condition of employment, and will be subject to periodic criminal background checks, and traffic records for the duration of your tenure.
The Ombuds Analyst supports the work of the Deputy CFSA Ombudsperson and the Office of the Ombudsperson for Children in completing intakes, conducting research, analysis, investigations, report development and recommendations for system improvement. Routine duties that justify the position’s safety sensitive suitability designation include maintaining impartiality and confidentiality while investigating, analyzing, and resolving complaints regarding the CFSA services to children, youth, birth parents, foster parents, kinship caregivers, guardians, and adoptive parents.
