Job Summary
This position is in the D.C. State Board of Education (SBOE). The mission of SBOE is to provide policy leadership, support, advocacy, and oversight of public education to ensure that every student is valued and learns the skills and knowledge necessary to become informed, competent, and contributing global citizens. The position supports the three offices within the agency (SBOE, Office of the Ombudsman for Public Education, and Office of the Student Advocate).
The incumbent in this role is responsible for providing substantive operational, procurement, and financial resource management to enhance the agency and its three offices' efficiency and effectiveness, including budget recommendation, financial oversight, and resource allocation.
Duties And Responsibilities
- Track, monitor, and report on the use of agency funds, including federal, local, and intra-district funds from other District agencies, and accesses budget and spending data to enter into various online forms and reports.
- Serve as the liaison between the agency and the Office of Contracting and Procurements (OCP) on procurement-related matters and provides substantive expertise and guidance on all phases of the procurement process, including procurement planning, execution, closeout, and audits.
- Coordinate with OCP to meet quarterly and annual procurement goals, which include (but are not limited to) participating in procurement planning and training, submitting requisitions through the Procurement Automated Support System (PASS), and tracking, monitoring, and distributing Purchase Orders (POs) to the requesting staff and vendors after they are issued, and closing out un-spent PO funds at the end of the fiscal year.
- Serve as the Contract Administrator (CA) for the agency handling OCP solicitations to vendors for requested products and services. Oversees small contracts, processes invoices, ensures compliance with the DC Quick Payment Act of 1984, and modifies existing Purchase Orders (POs) when approved changes in deliverables are required.
- Coordinate with OCP to finalize year-end procurements and close out agency requisitions and POs. Assists in preparing agency forms, data, reports, and narrative answers to Council questions during annual Budget and Performance reviews and hearings.
- Contribute to developing office policies, procedures, and guidelines for procuring goods and services within the SBOE; Assists staff in developing Statements of Work (SOWs) and identifying and using Certified Business Enterprises (CBE) vendors.
- Act as a Liaison between the SBOE and the DC Department of Small and Local Business Development (DSLBD); Tracks, monitors, and reports the agency’s use of CBE vendors through the DSLBD, District Enterprise System (DES).
- Act as a central coordinating hub connecting the SBOE and the DC Office of Human Rights Language Access Program (LAP), identifying and reporting eligible LAP expenditures.
- Perform the role of the Agency Program Coordinator (APC) for the agency's Purchase Card Program under the administration of the Office of Contracting and Procurement (OCP).
- Facilitate efficient travel coordination as the designated alternate Travel Coordinator for the SBOE to ensure streamlined and cost-effective travel arrangements for agency personnel.
Qualifications And Education
- Knowledge of principles, concepts, and techniques for planning, organizing, and implementing procurement, office operations, and management systems to maintain an orderly workflow.
- Knowledge of procurement, administrative, and management principles, practices, methods, and techniques needed to recommend changes in organizational policies, devise and install procedures and office practices, and address procurement and operational problems and requirements.
- Effective verbal and written and verbal communication skills and the ability to use automated tools to acquire information, convey messages and data, compose reports, and make recommendations.
- Demonstrated ability to exercise tact and discretion, specifically with personal information, documentation, and confidential matters dealing with people from diverse backgrounds to ensure confidentiality and professionalism.
- Proficiency in operating a computer, using Microsoft Office Suite, Google applications, Slack, ASANA, video-conferencing software, and PeopleSoft, and creating PDF files to effectively execute correspondence, reports, and records reproduction assignments, as well as a willingness to learn new technology associated with assigned work tasks.
- Graduation from an accredited four-year college or university with a relevant bachelor's degree or the equivalent combination of education, training, and experience.

Salary Range: $66,561 - $99,840 Per Annual, based on funding

Position Designation: This position is designated as security sensitive and therefore the incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC personnel regulations, Suitability and as such, incumbents of this position shall be subject to criminal background checks, and background investigations, as applicable. The District of Columbia government maintains a drug-free work environment policy. All District employees are subject to post-accident/incident and reasonable suspicion drug and alcohol testing.
Residency Requirement: The law also requires that Excepted Service employees maintain District domicile during the period of the appointment. Failure to maintain District domicile during the period of the appointment will result in forfeiture of employment.
