Introduction
This position is located in the Criminal Justice Coordinating Council (CJCC) of the District of Columbia. The CJCC is an independent agency whose mission is to serve as a forum for identifying challenges and generating solutions to enhance public safety and the fair administration of justice for District of Columbia residents, visitors, and justice-involved individuals. CJCC facilitates information sharing and collaboration; conducts research and analysis; and provides training and technical assistance on behalf of its District and federal member agencies.
The incumbent in this role is responsible for planning, designing, overseeing, and executing technical initiatives to support the vision of the Chief Information Officer and the agency's executive leadership in relation to information security and governance. The work involves ensuring the confidentiality, integrity, and availability of systems, networks, and data through the planning, analysis, development, implementation, maintenance, and enhancement of information systems security programs, policies, procedures, and tools.
The incumbent is regarded as a technical advisor, providing opinions involving the interpretation of existing information technology best-in-class methods, policies and standards, and aligns solutions with the CJCC strategic information technology (IT) initiatives. The incumbent partners with CJCC IT and other agency leadership to devise long-term strategic plans and short-term solutions to business problems, manages and directs the information security team, composed of staff and security vendors, to provide efficient, secure business solutions that address security threats, risks, and vulnerabilities to business continuity.
Major Duties
Maintains cybersecurity policy and readiness within CJCC. Manages major IT initiatives, including the review of the architecture of existing and proposed technical systems to ensure system security and data integrity; manages strategic planning, design, implementation, and deployment of cloud-based infrastructure for enterprise, web portal, and mobile application suites. Identifies and leads forward initiatives to proactively protect and defend the Agency's systems and data; oversees initiatives in partnership with the relevant business partner. Ensures gaps and/or weaknesses are appropriately assigned and completed in a timely manner to maintain information security continuity.
Serves as the process owner of all ongoing security processes related to confidentiality, integrity, and availability of information resources for CJCC. Ensures implementation of information security plans; manages the operational processes of the Security Operations Center (SOC) for monitoring and maintaining information security. Monitors and assesses the overall compliance of CJCC with information security regulations, policies, programs, and procedures. Provides technical leadership to the development, implementation, maintenance, and enhancement of information system security programs. Creates comprehensive policies, procedures, and security plans to maintain appropriate security for various types and categories of unclassified and classified information assets.
Qualification and Education
Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.

Specialized Experience: The demonstration of knowledge, skills, and abilities/competencies which demonstrate the likelihood to perform successfully the duties of the position and is related to the work of the position to be filled. These knowledge, skills, and abilities/competencies are normally attained through the equivalent of one year of specialized experience equivalent to the next lower grade level of the position being filled but may now be obtained through other means. Such demonstratable knowledge, skills, and abilities/competencies may be typically gained in the IT field or through the performance of work where the primary concern is IT or other means.

The work is performed in an adequately lighted and climate-controlled office.
Domicile Requirements
Applicants will be subject to the domiciliary requirements for Excepted Service appointees, who must be domiciled in the District of Columbia at the time of appointment or become domiciled in the District of Columbia within 180 days after appointment and maintain such domicile for the duration of his or her appointment.

Salary Range: $119,810 - $179,716
Promotional Potential: No known promotion potential
Duration of Appointment: Excepted Service (ES), At-will. Positions in the Excepted Service serve at the pleasure of the appointing authority and may be terminated at any time with or without cause.
This position is currently supported by temporary funding and is expected to be extended contingent upon the availability of continued funding.
Background Check: Incumbent must successfully pass an FBI criminal background check conducted by CJCC as a condition of employment and may be subject to periodic criminal background checks for the duration of your tenure. These background checks will be conducted pursuant to internal CJCC policy, and one must be completed before your first day of work.
