Senior Attorney Advisor - DC Criminal Code Reform Commission

Introduction

 
This position is in the District of Columbia Criminal Code Reform Commission (CCRC). The Council of the District of Columbia (the Council) established the CCRC in 2016 to recommend comprehensive reforms to improve District criminal law. The Commission is authorized to make recommendations to change law or policy relating to criminal law in the District of Columbia, including changes to substantive criminal law, sentencing policy, and criminal procedure. The Commission not only drafts its own law and policy recommendations, but also provides advice and testimony on criminal legislation introduced by Councilmembers.

Incumbent serves as a Senior Attorney Advisor for the CCRC, responsible for formulating proposed reforms to criminal law in the District. Incumbent is responsible for researching District law and practice, law and best practices in other jurisdictions, and any relevant legal academic writing or social science research. 

Major Duties

The incumbent will be responsible for conducting extensive legal research related to reforms of the District’s criminal laws and procedures, and provides detailed oral or written opinions with respect to proposed actions, alternative actions, and hypothetical situations related to these reforms. Draft proposed reforms to D.C. criminal laws, along with explanatory legal and policy analyses and ensures that all proposed changes are fully researched and briefed. Performs the research and provides oral or written opinions resulting from such analysis. Prepares memoranda on legal questions and proposals; and drafts tentative documents for consideration by the Executive Director. Monitors and reviews the work of attorneys, and/or interns, and provides appropriate feedback, as assigned. Assists other CCRC staff members in fulfilling the CCRC’S mandates. Provides technical guidance and assistance to law clerks and/or paralegals working for the CCRC.

Performs any other legal and administrative work associated with conclusion of assigned matters to ensure Commission operation in compliance with District laws, rules, and administrative guidance. Recommends appropriate courses of action to the Executive Director, as deemed necessary. Keeps abreast of judicial, agency, and other changes in laws and regulations related to the functions of the Commission.

Qualification and Education

Must possess a LLB or Juris Doctor (J.D.) degree from a law school accredited by the American Bar Association (ABA) and must be an active member in good standing of the District of Columbia Bar or have the ability to waive in and be admitted within 360 days of appointment. An appointee to the Legal Service position shall remain a member in good standing of the District of Columbia Bar during his/her employment in the Legal Service. Incumbent is required to reside in the District within one hundred and eighty (180) of appointment and remain a resident of the District for the duration of appointment in the position.

Working Conditions/Environment

The work is performed in an adequately lighted and climate-controlled office.


Domicile Requirements

Applicant will be subject to the domiciliary requirements for Excepted Service appointees, who must be domiciled in the District of Columbia at the time of appointment or become domiciled in the District of Columbia within 180 days after appointment and maintain such domicile for the duration of his or her appointment.

Pay Plan, Series, Grade: ES-0301-08

Salary Range: $106,497 - $159,747

Promotional Potential: No known promotion potential

Collective Bargaining Unit:  This position is not covered under a collective bargaining unit.

Position Designation:  This position is designated as security-sensitive.  The incumbents of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC personnel regulations, Suitability.
