INTRODUCTION
The Office of Police Complaints (OPC) is looking for a qualified candidate to fill its vacant Deputy Director position. OPC is an independent District of Columbia agency that receives, investigates, and resolves police misconduct complaints filed against Metropolitan Police Department and D.C. Housing Authority Police officers. OPC is led by an Executive Director and overseen by the Police Complaints Board (PCB), a nine-member board appointed by the Mayor and confirmed by the District of Columbia Council. The agency currently has 30 full-time employees.
MAJOR DUTIES AND RESPONSIBILITES
The position of Deputy Director reports to the Executive Director and assists in managing the day-to-day operations of the agency, as well as overseeing the complaint investigation, mediation and adjudication functions. The Deputy Director also serves as the Acting Executive Director when the Executive Director is absent from the office. The incumbent is subject to any additional responsibilities deemed necessary.
Acts on behalf of the Executive Director to direct, manage, administer, monitor and oversee agency operations and activities that conform to the OPC’s mission, goals and objectives.
Ensures the effective and successful operations of the agency; and executes on behalf of the Executive Director those duties associated with the Personnel Authority provided to the agency under the D. C. Merit Personnel Act.
Provides leadership and direction to designated agency staff, either directly or indirectly through subordinate supervisors. Makes staff selections, recommends promotions, provides performance ratings and standards, approves/disapproves leave, initiates necessary disciplinary action, and assigns, adjusts, directs and reviews staff work for OPC. Supervises staff on the development of plans and schedules; defining milestones and deliverables; monitoring activities; and evaluating and reporting accomplishments.
Responsible for overseeing in-depth research and analysis on a broad array of police complaint issues, regulations, policies and relevant legislative decisions, as well as, providing presentations in support of conclusions and recommendations.
Provides legal guidance or questions relating to the agency’s operations. Prepares for District of Columbia hearings, conferences, speeches and other presentations. Provides legislative and legal analysis and serves as a technical resource to the Executive Director.
Provides expertise to support executive decision-making processes by discerning and describing the interrelationship of facts and issues regarding OPC’s operations. Assesses the strengths and/or weaknesses associated with particular proposals or courses of action.
Reviews recommendations from subordinates within the agency and makes a final recommendation or decision. Provides alternative approaches for resolving and developing strategies for obtaining support from professional, business, and public groups outside the agency.
Oversees the agency’s budget including budget planning, expenditures, accountability and drafts budgetary reports for elected officials. Oversees all human resource matters including recruitment, classification, employee relations, and performance management programs.
Monitors agency contracts, contractors, and procurements including the Procurement Automated Support System (PASS), payroll, time and labor accounting, human resources and personnel matters including the Family Medical Leave Act (FMLA) actions, ethics, and EEO.
Represents the agency at meetings and community events with individuals, community-based organizations and potential and current partners.
Acts as liaison with the Metropolitan Police Department, other District and Federal agencies, and citizen review agencies in other jurisdictions.
In the absence of the Executive Director, represents the District of Columbia at various meetings and conferences.
Performs other related duties as assigned.

Demonstrated ability to handle and prioritize multiple complex tasks associated with different matters.
Demonstrated skills and experience in providing leadership in a managerial capacity and in providing leadership in a team-based environment; and the ability to set appropriate work standards and to hold people accountable for their performance.
Knowledge of the investigatory process, and the ability to identify gaps in an investigation or other parts of a factual record. Knowledge of mediation tactics used in problem resolution.
Strong communication skills, both orally and in writing, which allows for effective and efficient communication with a variety of audiences. Ability to write and edit in a clear, concise, well-organized, and thorough manner. Ability to build consensus among key stakeholders on all initiatives.
SPECIAL REQUIREMENTS
The incumbent must have a law degree from an accredited law school and be a member of the District of Columbia Bar or eligible for waiver into the bar. (If eligible for waiver, incumbent must successfully obtain admission to the D.C. Bar within one year of commencing employment), plus a minimum of four (4) years of legal experience practicing law in area closely related to activity of the Office of Police Complaints.
Must be an active member in good standing of the bar of District of Columbia.
Must be a District of Columbia resident or must be able to establish residency in the District of Columbia within 180 days of appointment and remain a resident during the entire period of the appointment.
Must have strong academic and professional credentials and proven analytical skills.
Must have a minimum of four (4) years of management experience relating to the necessary skills and knowledge needed to perform in this position.
Pay Plan, Series, and Grade: ES-905-10. This is a non-union Excepted Service position, and the salary range is $133,123 to $199,684.
Position Designation: The incumbent in this position will be subject to enhanced suitability screening pursuant to Chapter 4 of the DC Personnel regulations, Suitability. The position has been designated as “security sensitive” due to the position’s duties and responsibilities. Security sensitive positions are positions of special trust that may be reasonably expected to affect the access to or control of activities, systems or resources that are subject to misappropriation, malicious mischief, damage, or loss or impairment of communications or control.
