JOB SUMMARY

This position is located in the Office of the Ombudsman for Public Education (Ombudsman) within the DC State Board of Education (SBOE). The mission of SBOE is to provide policy leadership, support, advocacy, and oversight of public education to ensure that every student is valued and learn the skills and knowledge necessary to become informed, competent, and contributing global citizens. The position also supports the two offices within the agency (The Office of the Ombudsman for Public Education and the Office of the Student Advocate).

POSITION OVERVIEW

The incumbent in this role is responsible for assisting in the efficient execution of educational programs, policy analysis, data management, stakeholder engagement, and collaborative efforts to enhance the quality of education in the District of Columbia, aligning with the SBOE's mission. 

DUTIES AND RESPONSIBILITIES

  • Maintains accurate data records in the Ombudsman case management system, tracks caller information and manages hardcopy and electronic case files to support case management and informed decision-making.

  • Facilitates outreach efforts by scheduling Ombudsman meetings and offering operational and logistical support, outreach, and advocacy programs, 

  • Collaborates with the Ombudsman and Assistant Ombudsman to devise and execute public outreach strategies, fostering communication between residents and education stakeholders.

  • Examine program budgets and forecasts, formulates spending plans, monitors spending for accuracy, and identifies budget shortfalls to maintain resource efficiency and financial stability.

  • Initiates and reviews p-card purchases, procurement requests, and purchase orders to facilitate efficient procurement processes and expenditure oversight.

  • Ensures that all financial transactions adhere to policy guidelines to maintain financial compliance and accountability.

  • Conducts research and analysis of legislative issues related to the agency. Analyzes new or proposed D.C. and federal legislation, regulations, and policies to determine impacts on agency’s operation and work. Drafts testimony on proposed legislation, performance oversight, and budget hearings.

  • Manages intake, maintains case systems, organizes client files, evaluates case validity, resolves issues promptly, ensures case follow-up, and contributes to enhancing office processes with a focus on system improvements to support the Ombudsman office.

  • Performs and executes thorough data analysis, generates detailed reports featuring layouts, tables, and graphs and oversee proofreading and editing processes.  employing both traditional and advanced methodologies for critical financial decisions and enhances the effectiveness of financial operations.

  • Executes statistical analyses in QuickBase and other systems as directed by senior team members. Transforms and aggregates data to facilitate efficient analysis and reporting.

  • Maintains a complaint and concern tracking database across various categories, including school levels and locations.

  • Participates in meetings, takes notes, and diligently follows up on assigned action items as requested, to ensure effective communication and contribute to the achievement of team objectives.

QUALIFICATIONS/EDUCATION

Preferred Experience and Knowledge:

  • Skill in problem solving, negotiation, mediation, and with the demonstrated ability to prioritize tasks, manage time effectively, and organize deadlines. Comprehensive knowledge of data management, including the capability to retrieve, analyze, and interpret various datasets

  • Demonstrated knowledge of and experience in program operations, goals, objectives, and strategic planning. As well as of management principles and practices, and of governing education laws, policies, regulations, and precedents.

  • Strong comprehension of laws, policies, regulations, and precedents governing education.

  • Thorough knowledge of family and community engagement and advocacy policies, practices, and philosophies. Skill in customer care and management of daily office administration tasks, including managing the phone and intake systems and performing inventory of supplies and materials.

  • Skill in communicating orally and in writing and the ability to present concise and effective reports and briefings to executive staff, professional and administrative employees, as well as elected officials. 

  • Bachelor’s or Advanced professional Degree in a related field is preferred, with 3-5 years of direct experience OR equivalent combination of education and experience.

WORKING CONDITIONS/ENVIRONMENT

Work is performed in a standard office environment. The position may require extended hours, including evenings and weekends, to attend public meetings and community events.

OTHER SIGNFICANT FACTORS

Tour of Duty: Generally, the incumbent will work Monday – Friday, 9:00 a.m. – 5:00 p.m. (Evenings and weekends as needed) The Office of the Ombudsman currently operates in hybrid posture; Subject to change.

Type of Appointment: Excepted Service – Permanent Appointment. This is an “at-will” position and not covered under the Career, Legal, or Management Supervisory Service.

Collective Bargaining Unit: This position is not covered by a collective bargaining agreement.

Promotion Potential: No known promotion potential

Area of Consideration: Open to the public

Salary Range: $66,561.00 - $99,840.00 

Residency Requirement: This position is subject to the District of Columbia’s residency requirement in accordance with D.C. Official Code § 1-515.03. Applicants must be current residents or agree to establish residency within 180 days of appointment.

POSITION DESIGNATION

This position has been designated as security-sensitive under the guidelines of the DC Personnel Manual. Incumbents of this position are subject to enhanced suitability screening pursuant to Chapter 4 of DC personnel regulations. Accordingly, incumbents must successfully pass a criminal background and consumer credit check as a condition of employment and will be subject to periodic criminal background checks for the duration of their tenure.
