JOB SUMMARY
This position is located in the DC State Board of Education (SBOE), Office of the Ombudsman for Public Education. The Office of Ombudsman for Public Education is a neutral and independent office housed within the SBOE. The Office of the Ombudsman provides services for all public schools in the District of Columbia. The Ombudsman’s office is charged with providing conflict resolution services to families with students in grades Pre-K-12 in the public schools as well as working in collaboration with families and stakeholders to address systemic issues such as bullying, harassment, school discipline, and special education.
POSITION OVERVIEW
The incumbent in this position is responsible for identifying and analyzing the needs of the program(s); evaluating current standard operating procedures (SOP); researching program issues, concerns, and complaints; and recommending administrative strategies or changes. The assignments are average and repetitive in nature and are complicated by the requirement to determine the effect of problems encountered and propose management solutions and recommendations from among several viable alternatives.
DUTIES AND RESPONSIBILITIES

Participates in analytical studies based on examination of management needs. Identifies researches, and analyzes programs issues or problems; and presenting results.

Participates in the development of procedures and guidelines to satisfy the goals of the department or agency. Devises means of improvement and consolidates and/or standardizes administrative forms and procedures

Aids and participates in the coordination of special assignments to coordinate and resolve general management matters and other appropriate issues and projects related to the functional responsibilities of the program(s).

Coordinates and monitors practices and procedures utilized by the program staff to ensure compliance with all applicable regulations and procedures

Generate spreadsheets, charts, summary tables, and statistics used in various reports and presentations. Helps in tracking data or documents about agency or agency program(s). Generates internal and external documents or correspondence that assists in the workflow of the program operation

Collects various program information and data involving documents dealing with agency or departmental program(s), project activities, services, policies, and procedures.

Prepares various reports, analyses, and documents in final form through the use of personal computer (PC). Makes effective use of computers and word processing equipment in writing and related work assignments
QUALIFICATIONS/EDUCATION
Preferred Experience and Knowledge:

Knowledge of the mission, function and operational policies and procedures of the agency or department and program(s) to effectively, accurately, and expeditiously complete work assignments in concert with established operational objectives.

Knowledge of administrative concepts and practices to provide programmatic and administrative support to the program staff. Knowledge of pertinent regulatory laws, codes, and practices to resolve issues, and make recommendations.

Ability to apply analytical, investigative, and evaluative methods and techniques to resolve problems, conduct research, gather information, and make recommendations.

Ability to communicate with others both orally and in writing to formulate and present report conclusions, explain, and interpret information and ensure cohesive and cooperative efforts. Ability to exercise tact, discretion, and skill in human relations in dealing with persons from all walks of life and varying socioeconomic levels.

Knowledge of, and proficient in the use of operating a personal computer (PC), utilizing Microsoft Word, Excel, Access, PowerPoint, etc., and a willingness to learn new technology associated with assigned work tasks.

Advanced professional Degree in a related field is preferred, with 1-2 years of direct experience OR equivalent combination of education and experience.
WORKING CONDITIONS/ENVIRONMENT
Work is performed in a standard office environment. The position may require extended hours, including evenings and weekends, to attend public meetings and community events.
OTHER SIGNFICANT FACTORS
Tour of Duty: Generally, the incumbent will work Monday – Friday, 9:00 a.m. – 5:00 p.m. (Evenings and weekends as needed) The Office of the Ombudsman currently operates in hybrid posture; Subject to change.
Type of Appointment: Excepted Service – Permanent Appointment. This is an “at-will” position and not covered under the Career, Legal, or Management Supervisory Service.
Collective Bargaining Unit: This position is not covered by a collective bargaining agreement.
Promotion Potential: No known promotion potential
Area of Consideration: Open to the public
Salary Range: $53,249.00 - $79,874.00
Residency Requirement: This position is subject to the District of Columbia’s residency requirement in accordance with D.C. Official Code § 1-515.03. Applicants must be current residents or agree to establish residency within 180 days of appointment.
POSITION DESIGNATION
This position has been designated as security-sensitive under the guidelines of the DC Personnel Manual. Incumbents of this position are subject to enhanced suitability screening pursuant to Chapter 4 of DC personnel regulations. Accordingly, incumbents must successfully pass a criminal background and consumer credit check as a condition of employment and will be subject to periodic criminal background checks for the duration of their tenure.
