2024 Employee Benefits Open Enrollment Banner

Open Enrollment for 2024 DC Government employee benefits is now closed.
Open Enrollment runs Monday, November 13, 2023 through Monday, December 11, 2023.

Open Enrollment has been extended until Tuesday, December 12th at 11:59 pm, for employees with District (non-federal) benefits.

Open Enrollment is your annual opportunity to review your current benefit elections and make any necessary changes. If you are satisfied with your current benefits and have no new dependents to add, take advantage of this Annual Benefits Enrollment period to review your benefit elections for accuracy and update your designated beneficiaries. If no changes are made, all elections except enrollments for Flexible Spending Accounts will carry over to the 2024 plan year; however, the costs will reflect the 2024 premium amounts.

Please Note: If you need a Flexible Spending Account (FSA) for 2024, you must re-enroll with a new annual pledge every year for healthcare, dependent care, and commuter benefit programs. Current annual pledges do not carry forward into the new plan year.

Coverage Effective Dates

• For employees who are paid biweekly, changes made during Open Enrollment will be effective January 14, 2024.
• For employees who are paid semi-monthly (some DCPS and UDC), changes made during Open Enrollment will be effective January 14, 2024.

Find out what you need to know about the 2024 benefits changes before enrolling in or changing your benefits this year.

UnitedHealthcare Choice Plus PPO Plan: DC Government employees and their eligible family members have the option to get UnitedHealthcare PPO plan. With PPO, there's no need to select a primary care provider (PCP) or get referrals to see a specialist. Please see the UnitedHealthcare PPO Health Plan Summary for more details.
 

VSP Vision Care Plan: Introducing our brand-new vision plan in partnership with VSP Vision Care, exclusively for DC Government employees. With VSP, you'll receive exceptional care from thousands of trusted VSP network doctors, including an annual WellVision Exam, and an allowance to choose one frame or contacts every calendar year. What's more, VSP also provides coverage for Essential Medical Eye Care, offering supplementary benefits for urgent and medical eye care needs. 457(b) Deferred Compensation Retirement Plan Contribution Limits: The 2024 elective deferral limit for 457(b) plans is $23,000. The 2024 Age 50 Catch-Up Limit is $7,500 ($30,500 total) and the Pre-Retirement Catch-Up Limit is $23,000 ($46,000 total). Deductions start with the pay period that begins on December 17, 2023.
 

Health Care FSA Contribution Limit: The 2024 pre-tax contribution limit for Health Care Flexible Spending Accounts (HCFSA) is $3,200. Deductions start with the pay period that begins on December 17, 2023.
 

Commuter Benefit Contribution Limit: The 2024 maximum monthly pre-tax contribution limit for mass transit and parking is $315. Deductions start with the pay period that begins on December 17, 2023.
 

Health Savings Account Contribution Limit: For participants enrolled in the Aetna CDHP with HSA, the 2024 pre-tax contribution limit for Health Savings Accounts (HSA) is $4,150 for individual coverage and $8,300 for family coverage. Hybrid Open Enrollment Benefits Fair Schedule

DCHR will have Hybrid Open Enrollment Benefits Fairs this year. We will host a total of 16 events with 8 onsite fairs and 8 days of virtual sessions. Join the in-person fair and webinars for the latest benefit updates and personalized expert guidance to align your choices with your unique needs.

This year, we are offering 8 days of multiple one-hour online sessions, each with time slots for healthcare vendors to present the 2024 benefits package available to the workforce. Rollover Information for Flexible Spending Accounts

All unused funds from 2023 for Commuter Benefits (Transit & Parking) Flexible Spending Accounts will roll over into 2024.
Account balances and access will be uninterrupted.

How long does it take go through ALEX?

Going through the entire ALEX experience and clicking every possible button can take about 30 minutes or so, but the actual duration of your experience will depend on your needs. Most users spend about 7 minutes with the tool. Also, you can always save your place in ALEX and return later simply by providing your email address.

How can I make the most of my ALEX experience?

ALEX is best experienced on a desktop computer with sound (either headphones or speakers), but you can also use it on an Android or iOs (Apple) mobile device.

Will I need to do anything to prepare?

Using ALEX is very simple. You won’t have to dig through your insurance records or anything like that, but if you’d like to prepare for the questions about your medical needs, here’s what you’ll be asked about your maternity care needs and expected number of:

Doctor Visits (Primary Care and Specialists)
Hospital Stays
ER visits
Surgeries (Inpatient and Outpatient)

2024 Medical Premium Costs for Employees Hired Before October 1987

Please visit the US Office of Personnel Management (OPM) Health Care Plan Information page for 2024 medical premiums. In addition to the biweekly and monthly premiums, you can also find the total premiums, the amount the government pays, and the change in your portion of the premium compared to last year.
